This department is responsible for the day to day operations of the base and for providing guidance and direction for department heads.

Diplomatic Detachment, Department for the
This department is made up of personnel from the Bravo Fleet Diplomatic Corps. They are responsible for relations and protocal for visiting cultures: friendly and unfriendly. They have been given the additional mandate of liasing with the government of Bellatrix IV.

Dock Master, Department of the
This deparment, made up entirely of enlisted personnel and warrant officers, is responsible for trafic control, scheduling and the storage of any vessels not undergoing construction, refit or repair.

Intelligence, Department of
This department is reponsible for gathering, analysising and providing perspective to any and all intelligence data required by the Command Department.
With in it are three distinct divisions to better facilitate its goals: Analysis, Operations & Strategy.

Medical Department
This department is responsible for the mental and physical health of all persons on Xavier Fleet Yards. It also adminstrates the hospital facilities on base which are responsible for performing any required medical procedures to Federation crews travelling within the area.
Within it is the Counselling Division, which has specific responsibility for mental health.

Operations, Department of
This department, responsible for the maintenance and repair of all equipment within the XFY main module, is sub-divided into three divisions.
The Primary Systems Division is responsible for general maintenance and repair any and all systems and operations "on the fly" to repair problems as they appear in additional to scheduled routine maintenance.
The Communications Division is responsible for monitoring all comm traffic passing into the system and routing it in a fashion by which it can be easily accessed by personnel.
The Transport Division is responsible for coordinating and operating the massive transporter infrastructure on board the base.

Science, Department of
The Scientists have long been considered the core of Starfleet. They fufil their traditional role on Xavier, monitoring and examining sensor logs in detail and analysing and discoveries that may be made. Because of the non-mobile nature of the base, this department is proportionately smaller than its ship-based counterparts.

Security, Department of
This department is responsible for the safety and security of all Xavier personnel, visitors and possesions. In order to facilitate this mission, within it are two divisions.
The Internal Division is responsible for the "police work" and ensuring the safety of those on base.
The Tactical Division is responsivle for external security, that is to say it is responsible for weapons and shields, defending from enemy ship attack and preventing insurrection.

Spacecraft Operations, Department for
This department is responsible for the flight control of all attached starships and for manning any smallcraft and fighters as necessary. It is divided into three divisions to facilitate this.
The Fighter Ops Division is responsible for pilots, gunners and ground crews for fighters.
The Smallcraft Ops Division is responsible for staffing shuttles and runabouts.
The Starship Ops Division is repsonbile for providing the Cochrane, Karlskrona and Singapura with flight control departments as necessary.

Starship Development, Department for
This department has responsibilty for the Fleet Yards component of Xavier, it is divided into three divisions.
The Construction Division is responsible for the new construction of any vessels ordered by Starfleet.
The Refit division is responsible for the upgrading of any ships brought to port in need of such survice as well as routine maintenance of XFY's three starships and variety of smallcraft.
The Repair division is responsible for the repair of any ships brought to port in need of such service as well as repairs for Xavier's attached craft as needed.

Engineering, Department of (USS Cochrane)
The USS Cochrane is a capital ship and, as such, is always at the ready incase it is urgently needed. In order to facilitate this need it has a fully manned and operational engineering staff year round.
