Xavier Fleet Yards is in orbit of the fourth planet in the Bellatrix system. Bellatrix IV is inhabitted by various Federation species who settled there approximately one hundred years ago.

Due to the strategically important position of this system, Xavier was constructed to make a strong Federation presense felt when the Trixians, as they're known, began to muse about leaving to Federation.
